Dear George: Who’s in charge of homeowners associations?

Answer: In a properly formed homeowners association (HOA), the documents will determine who is legally responsible for its operation and management. Usually, it is the HOA’s board of directors.

If you have a complaint about how an HOA is run, find out when the meetings are held and attend the next one. Be sure to make your complaints and suggestions known. If possible, attempt to get on the board of directors. If these suggestions do not get the results you desire, hire an attorney who is experienced and competent in HOAs.
